Tafsir (Explanation)
This ayah describes the qualities of righteous believers who will receive glad tidings of Paradise. They are characterized by repentance, worship, gratitude, asceticism, prayer, and obedience to Allah's commands, combined with commanding good and forbidding evil while preserving the boundaries set by Allah. According to Ibn Kathir and Al-Qurtubi, these attributes represent the complete manifestation of faith in one's inner conviction ('aqidah) and outer conduct ('amal), making such believers deserving of Allah's mercy and reward.
Revelation Context
This ayah appears in Surah At-Tawbah (The Repentance), a Medinan surah addressing matters of community conduct, repentance, and the qualities expected of believers. It comes within a broader context emphasizing repentance and righteous deeds after the incidents of the Battle of Tabuk, establishing standards for the Muslim community's spiritual and moral character.

Key Lesson
True faith requires both sincere devotion to Allah through personal worship and active engagement in society through promoting virtue and preventing vice. Modern believers should understand that spiritual development is inseparable from moral responsibility toward their communities, and that maintaining Allah's commandments holistically—inwardly and outwardly—is the path to success in this life and the next.
