According to Ibn Kathir and Al-Tabari, the verse emphasizes that despite their cunning and machinations, these plots are ultimately weak and will come to nothing, as Allah is the greatest planner. The ayah serves as reassurance to the believers that their enemies' schemes are insignificant compared to Allah's will and divine protection.

Revelation Context

Surah At-Tariq is a Meccan surah revealed during a period of intense opposition to the Prophet from the Quraysh and other disbelievers. This ayah occurs in the latter part of the surah, which addresses the reality of disbelief and rejection of truth. The broader context warns against the certainty of Allah's punishment for those who reject His signs and plot against His messengers.
