According to classical tafsir scholars like Ibn Kathir and Al-Tabari, this refers to the binding and restraining of those who rejected Allah's signs and disbelieved in His messengers. The word 'ghulla' (shackle/fetter) emphasizes the severity of their punishment and their complete helplessness before Divine justice.
