Classical scholars like Ibn Kathir and Al-Tabari interpret this as referring to the Children of Israel who inherited Egypt's wealth and resources after the drowning of Pharaoh's army. The ayah demonstrates Allah's perfect justice and power in transferring blessings from those who reject Him to those who obey Him.
