Classical scholars like Ibn Kathir and Al-Tabari interpret this as a rhetorical reminder of Allah's creative power and sustenance, using water as a sign of His generosity and control over all provisions. The emphasis on the manner of water's descent (sabba - pouring abundantly) underscores the continuous and generous nature of this divine blessing.
